Siang Rider win Onyok Moyong memorial cricket tourney

PASIGHAT, Dec 06: Siang Rider Cricket Club won the 6th Onyok Moyong Memorial Cricket Tournament defeating Mirku Cricket Club by 48 runs in the final at IGJ Hr Sec. School playground here yesterday,

Deciding to bat first after winning the toss, SRCC scored 114 runs in 20 over by losing 9 wickets. Chasing the target Mirku CC could score a paltry 66 runs in 17 over losing their all wickets.

Oni Dai of SRCC was declared man of the match for his 18 runs and 4 wicket haul.

India Taruk of SRCC, who scored 107 runs and took 12 wickets, was adjudged as the man of the series.

The winner was awarded cash prizes along with a trophy while the defeated team was given cash prize.

Former AAPSU leader Tobom Dai and ABSU chief adviser Onong Perme gave away the prizes to the winning and runners up teams.

The tourney was organized by All Bogong Students’ Union (ABSU), informed Mingge Tasung, Gen. Secy. ABSU.

 

A major breakthrough for PPA: Ringu

ITANAGAR, Dec 6: Kamen Ringu, Chairman, CWC, PPA said “the voices of dissents against the self style functioning of Nikh Kamin, MLA, within the party, leading to his removal from the post of president, PPA and subsequent appointment of Khafa Bengia as the interim president, PPA, is a major breakthrough for the growth of the party.

Misquoting the word “unconstitutional” against a democratically agreed upon decision within the party executive members to appoint the interim president is very unfortunate, said Ringu.

“The legislators of the party are our assets, our pillars and we have no problem with any of our party legislators. But the question is about the expected role of a president in the party”, Kamen added.

In a meeting held on 28th Oct’ at State Guest House, Naharlagun, Kamin had declared to step down voluntarily from the post of president, PPA within a day or two, Ringu  clarified on why Show-Cause Notice was not served.      

 

NNA felicitates women achievers

ITANAGAR, Dec 6: The Nyishi Nyem Acham (NNA) during its 8th foundation day has felicitated five women in recognition of their contributions to the society, especially in the field of education.

The women from poor economic background, who despite all odds, stood firm on their feet and worked hard to educate their children, are Bengia Yaku of Kurung Kumey, Mache Tara Yangfo of East Kameng, Yame Hiri of Upper Subansiri and Tana Yaja, Papum Pare and Sigum Ligu of Upper Subansiri.

Among those felicitated, Bengia Yaku and Tana Yaja are widows. Yaja runs a tyre repairing shop while Yaku has taken up farming activities as her livelihood.

A book titled “Nyishi Marriage systems, Laws and Property Rights of Women and Girl Child” was also released on the occasion.

PHED & WS Minister Takam Pario and Parliamentary Secretary (Tax and Excise) Tapuk Taku,, Nyishi Elite Society president Bengia Tolum attended the foundation day celebration at Nyikum Nyia Hall, Nirubjolli and spoke about the gender equality and empowerment of women in the community.

 

ABVP marks Ambedkar’s death anniversary

ITANAGAR, Dec 6: Social Equality day was celebrated at Govt. Secondary School, Roing to mark the death anniversary of Dr. BR Ambedkar today by conducting an essay writing competition on the topic 'Social equality in society' among students.

Bijoy Baraik and Amushu Mimi, both students of class 9, bagged the first and second positions respectively in the competition. Both the first and second prize winners were given trophies with certificates.

More than 300 students took part in the competition organized by Akhil Bhartiya Vidyarthi Parishad (ABVP).

 

Podi Barbi celebrated at Aalo, Mechukha

AALO, Dec 6: The Podi Barbi Festival of Adi community was celebrated with much fanfare and traditional gaiety at Donyi Polo Dere complex, Aalo yesterday.

Addressing the gathering on the occasion, a senior citizen of Rumgong Tabong Mibang expressed his satisfaction over the way the community has cohesively exposed their rich culture in a bigger way. It is a step towards preservation and promotion of our age-old culture, he said adding festivals are celebrated in different names but essence is all alike.

Speaking on the occasion, Aalo DDI Gomar Angu said that religion and culture are different identities and mixing the two will erode the cultural values that give us a distinct identity. He appealed the youth to turn up for Job Mela held from time to time and take up vocational trainings in their quest for self employed avenues.

Chief Patron of the festival, Tayor Jempen, retired Govt officer also spoke on the occasion.

Podi Barbi Festival Celebration Committee President Komi Rida, general secretary Tajen Podo spoke on the significance and mythological aspects of the festival. Prizes were also distributed to the winners of football, volleyball for men and women, cultural competitions and achievers.

Earlier, the community members observed two minute’s silence as a mark of respect to the departed soul of former Chief Minister Late Jarbom Gamlin, reports DIPRO.

MECHUKA: OSD to CM, Dr. Hatobin Mai while attending the Podi Barbi festival of the Adi community of Mechukha sub-division here on Friday urged the locals attending the festivity to preserve their age-old customs and tradition irrespective of which faith they follow.

"No matter which religion you're affiliated to, you must prevent your culture from vanishing in the mists of time," Mai said. He also said that while welcoming modernity is acceptable, modernity itself should not be allowed to erode one's inheritance from one's forefathers.

Marveling at the natural beauty of picturesque Mechuka, Dr Mai urged the denizens to extend hospitality to visitors in order to tap the area's tourism potential of the area. He further advised the people of Mechuka, which is inhabited by five different tribes, to ensure peaceful co-existence and to maintain brotherhood while underscoring peace as the pre-requisite for development.

ABK says no to IMFL, seeks temporary suspension

PASIGHAT, Dec 6: Adi Bane Kebang(ABK) has said no to IMFL and has sought temporary suspension from selling it in the coming festive season.

The demand was placed at a coordination meeting between ABK Women Wing and IMFL dealers which was attended by Deputy Commissioner Nidhi Srivastava, SDO Judicial Alen Pertin and Superintendent Tax and Excise T&E) Tabor Tapak.

Raising their voice, the women activists urged the DC to impose ban on sale of IMFL for twenty days during the ensuing festive season.

Dr. Runi Tasung presenting official data informed that road accidents due to alcoholism were on an increasing trend.

“Our children die each year from various alcohol-related cases” she said.

The owners on the other hand said that twenty days closure during festive season would badly affect their business.

They agreed to have a discussion on the issue at the earliest.  

While responding on twenty days ban on sale of IMFL, DC stated that demand can be considered if government directs to do so.

Srivastava assured that the administration will take stern action and that the administration will intensify vigilance.

DC Srivastava appealed all to create a safe and healthy environment for future generations.

ABK (WW) President Yalem Taga Burang, opined that teen motor vehicle crashes are preventable and proven strategies could improve the safety of young drivers on the road. When young people try alcohol, they often do not realize the damaging effects drinking can have on their own lives, their families and their communities, she said. Giving permission to open wine shops in such a large number in and around the township will promote alcoholism and the town has already seen a rising trend of crime in the areas where wine shops are operating, she said.

Another explicit video clip emerges from Daporijo

Daporijo, Dec 6: In yet another shocking incident, an explicit video clip has rocked Daporjo town. The explicit video involves an ITBP personnel and a local girl of Upper Subansiri district and has been in circulation for quite some time now through mobile phones.  

All Tagin Youth Organization in a press release informed that the ITBP personnel has been identified as Ashok  Shippy, reportedly hailing from Jammu and Kashmir, who was earlier  posted  at Tamachukchu, under Lemiking circle.

He allegedly made the video clip at a rented apartment and later circulated it.  ATYO alleged that the ITBP man had forcefully developed sexual relationship with the girl and used the video to blackmail her.

Allegedly, he threatened the girl with dire consequence if matter was brought before any authority.

Meanwhile, the Organisation has demanded that the ITBP personnel is arrested at the earliest and given exemplary punishment. It threatened to launch democratic movement if govt fails to arrest the culprit.

The state was left shocked in 2011, when a video of teenage boy and girl emerged involving police officers from Daporijo police station.

On June 12, 2009, police picked up the boy and the girl, both minors, and forced them to have sex inside the police station, while they recorded it on a mobile phone. The clip was in circulation for more than two years, but in 2011 boy's father filed a complaint with the police after he came to know about it.  

People have expressed their anguish over the circulation of the video but no one has come forward to stop the circulation of the video clip nor registered a case.

 

 

Rare tumor removed from a dog

ITANAGAR, Dec 6: In what could be first in the state and a very rare case in veterinary practices, a 700 gm tumor was surgically removed from the abdomen of an adult local dog at State Veterinary Hospital Naharlagun recently.

The tumor comprised 10% of the total body weight of the dog which is equivalent to 6 to 7 kg in case of human beings.

A team of veterinary doctors led by Dr. Ojing Rukbo SVO and Dr. Sorang Tadap VO performed the exploratory surgery. It took about 3 hours to remove the tumor from the abdomen of the dog.

“It was a very rare case and a happy moment for us as the tumor didn't damage the internal organs like kidneys, liver etc. So the chance of survival was very high provided good post-operative care" said Dr. Ojing.

It was the owner of the dog who willingly agreed and supported the doctors to perform the surgery. In many cases, the pet owners usually feel reluctant to let the vets perform any sort of surgeries, the vets said. The reason is that owners feel that their pets will die or it will be difficult to face post-surgery complications.

The vets said that most pet owners bring their pets to the hospital/clinics only when their pets become very weak. By that time, the condition of the patient deteriorates to such an extent that it hardly response to any treatments given.

 

 

Renovation of rural roads in Pasighat-West demanded

RUKSIN, Dec 6: Even though the state government has executed several road projects in East Siang district, the surface communication in Ruksin sub-division located at vulnerable inter-state boundary with Assam is yet to be improved.

The 14-km long Mirem-Mikong-Jonai (MMJ)) PWD road, which connects Mirem, Mikong and Bilat areas with Ruksin has been lying un-repaired for the last several years. Despite repeated placement of schemes by the departmental officials for renovation of the important road, the concern authority has not yet sanctioned the same till date.

However, local MLA Tatung Jamoh has initiated some minor repairing works of the road through his Local Area Development (LAD) fund. The renovation process of the road portion from Ruksin gate to Mikong village is currently in progress.

The MLA has also submitted a proposal to the state PWD demanding renaming of the road as “Mirem-Mikong-Ruksin (MMR) road”.

Locals say the repairing works, especially filling up of large potholes, have given some respite to the users of the road.

They urged the MLA to manage some more fund for repairing of many other vital link roads, like road from NH-52 to Niglok via Linka village and Mikong-Mangnang-Baromile, which are lying unattended for years.

The historic MMJ road is the lifeline for the interior villages of Pasighat-West and other parts of neighbouring Assam. It is also a subway from Ruksin to Pasighat and also lifeline for the villagers as most of the food items and agricultural products are transported to this area through this route.

It is worth mentioning that, the Ruksin Block Seva Dal activists, with the help of business communities last month conducted some minor repairing works of the road at Ruksin town.

 

 

National Lok Adalat dispose huge number of cases

ITANAGAR, Dec 6: A total of 351 cases were disposed off out of the 1510 listed today at the National Lok Adalat all over the state.

Criminal compoundable cases stood at 589 of which 155 were disposed off followed by bank recovery cases which stood at 368 of which seven were settled. MV challan cases stood at 305 of which 125 were disposed off.

Highest award of motor vehicle claims totaling Rs 64,40,000.00 (Rupees sixty four lakhs and forty thousand) were awarded by

the bench headed by Budi Habung, Dist and Sessions Judge, Yupia and Hirendra Kashyap, Chief Judicial

Magistrate, Yupia. A total of 125 criminal cases were disposed according to an information received from Dani Belo, OSD, Arunachal Pradesh Legal Services Authority.

Reports from Sagalee, Likabali and Anini are awaited.

Meanwhile,  a total of six cases, five criminal and one civil were disposed off by the District Legal Services Authority (DLSA), Upper Siang district on Dec 5. Altogether 21 fixed cases (19 criminal and 2 civil) were brought before the district judicial court in presence of Dr. Tariq Thomas, chairman DLSA, Habung Tangu JMFC, Jumte Jini EAC and other members during the second National Lok Adalat. Assam Police patrolling in Arunachal territory: ANSU

ITANAGAR, Dec 6: Assam forest officials and police have been reportedly patrolling inside the territory of Arunachal Pradesh since last two weeks and harassing the people of Tasumso, Jullung, Tolumso and Radaso under Tarasso circle of Papum Pare district, stated an All Nyishi Students’ Union (ANSU) release.

According to the ANSU release, Assam Police have been conducting such illegal patrolling activity due to the absence of adequate Arunachal Pradesh Police force in the boundary area.

An ANSU team, which visited the affected areas and interacted with the public to take stock of the current situation, said that one person from Tolumso village was also assaulted by Assam forest officials and Assam police on November 24 in the guise of patrolling.

While condemning the act of harassment and patrolling by Assam forest officials and Assam Police within Arunachal territory, the ANSU appealed to the Arunachal Pradesh Government to deploy adequate police force at the affected areas to counter the illegal patrolling.

ANSU also appealed to Assam Government to respect the sentiments of people of Arunachal and stop illegal patrolling within Arunachal territory.

 

 

The 50-Year of Higher Education in Arunachal Pradesh - The Journey Thereof

Arunachal Pradesh, the 24th state of the Union of India, is located in the north- eastern corner of the country. With a size of 83,743 Sq km, it is the largest in area amongst the 8 states of the region and has the longest international border (1,680 KM) bounded with Bhutan, China and Myanmar. Historically, it was known as ‘terra incognita’ till the beginning of the 20th century. Gradual administrative penetration and slow developmental interventions were made only after independence of India. Late starting of education is evident from the official record of having only 3 Lower Primary schools with enrolment of 35 students in 1947. When the first ever census was conducted in the state in 1961, the literacy rate stood at 7.23% against all India figure of 28.30%. Now the literacy rate has gone up to 66.95% against all India figure of 74.04% (as per 2011 census) and the number of schools has now increased to 3712 with enrolment of 438165 students (source: Directorate of School Education, Itanagar).

As per as higher education of Arunachal Pradesh is concerned, the first college of the state, the Government College, Pasighat, later on renamed as Jawaharlal Nehru College, was established on 4th July, 1964 with enrolment of 42 students. After a gap of 15 years, i.e., on the 4th September 1979, the 2nd college of the state, the Government Degree College, Itanagar later on renamed as Dera Natung Government College, was established. The college initially started as an Evening College. Thus, the starting of higher education in the state was not only late but also very slow.

However, in 1984 two important institutions came up. On 4th February the foundation stone of the Arunachal University, later on renamed as Rajiv Gandhi University, was laid by Mrs. Indra Gandhi the then  Prime minister of India. On the same day in the following month, another foundation stone was laid for North Eastern Regional Institute of Science & Technology (NERIST) by Shri Gyani Jail Singh, the then President of India.

A Study Centre of the Indira Gandhi National Open University, New Delhi was established in the premises of D.N. Government College, Itanagar during 1986-87 for the whole state. Later, this was upgraded to a Regional Centre, Naharlagun and many new Study Centres and Sub-centres throughout the state were established.

The third and fourth state government colleges were established at Tezu and Bomdila in 1986 and 1988 respectively. These colleges are known as the Indra Gandhi Government College, Tezu and the Government College, Bomdila. The progress of higher education in the state was so slow that even after the completion of a quarter century since the establishment of the first college, i.e., by 1989 there were only 7 higher educational institutions in the state.

After a long gap of 8 years, 3 more colleges came up. These are, the Rang Frah Government College, Changlang (1996), the Donyi Polo Government College, Kamki (1996) and the Wangcha Rajkumar Government College, Deomali (1997).

The slow growth of higher educational institutions in the state is evident from the Map-1 (showing the distribution of higher education institutions in Arunachal Pradesh up to 2000) that by the close of the 20th Century there were only 10 higher education institutions in total.

However, by the turn of the 21st Century, the number of higher education institutions started increasing steadily. The 2nd central government funded higher education institution in the state, the College of Horticulture and Forestry, under the Central Agriculture University, Imphal, was established in 2001.

The year 2002 was a landmark year of higher education for 2 reasons. Firstly, the Rajiv Gandhi Polytechnic, Itanagar, the first technical education institution by the state government, was established with funding from World Bank under Technician Education-3 Programme of MHRD, Government of India. Secondly, private sector participation in higher education started with the establishment the Don Bosco College, Jully and the North East Homeopathic Medical College & hospital, Itanagar in the year. It was immediately followed by the establishing a number of colleges under private sector, St. Claret College, Ziro (2003), Doying Gumin College, Pasighat(2004), Tomi Polytechnic  College, Basar(2006), St. Francis De Sales College, Aalo (2007), Central Institute of Himalayan Culture Studies, Dahung (2007), Arunachal Law Academy, Naharlagun (2007), Arunachal Community College, Itanagar (2009), Ranjjeev College of Fine Arts, Itanagar (2009), Mahabodhi Lord Buddha College, Namsai (2013).

 

Considering the ever increasing demand of higher education, especially to reduce the heavy rush of students for admission in D.N.G. College, Itanagar, the state government resumed expansion after a gap of 10 years (since 1997), by establishing the Government College, Yachuly (2007), the Government College, Seppa (2009), the Government College, Nyapin (2009), the Government College, Doimukh (2012), and the Government College, Daporijo (2012).

Arunachal Pradesh has the distinction of having the highest percentage of untrained teachers. During 2004-05 the number of trained teachers was recorded as 36.38%. This was because of not having any teacher training college in the state other than the Education Department in Rajiv Gandhi University. Considering the necessity, a number of private B.Ed. colleges had come up. These are, the Hills College of Teacher Education, Lekhi (2006), D Ering College of Teacher Education, Pasighat (2009), M.T.M College of Teacher Education, Ziro (2010), Teacher Training College, Aalo (2011), Siang Royal Academy, Pasighat (2011), Denning College of Teacher Education, Tezu (2013).

In 2012 a new development took place. The Legislative Assembly of Arunachal Pradesh enacted, vide Act. No 6 of 2012, to establish a private university called the Indira Gandhi Technological and Medical Sciences University, Ziro. This was followed by establishment of many such other universities in the state namely, the Venkateshwara Open University, Naharlagun (2012), the Arunachal University of Studies, Namsai (2012), the Apex Professional University, Pasighat (2013), the Himalayan University, Itanagar (2013) the North East Frontier University, Aalo (2014), the Arunuday University, Jully (2014) and some more are under process.

The state government also expressed its good intention to establish a state government university by enacting the Arunachal Pradesh University, Pasighat, Act (2012). However, the Act is yet to be implemented. Mean while, initial steps towards Arunachal Pradesh University has been taken by establishment of 2 post graduate departments namely, History and Geography in J N College during academic year 2012-13.

Considering the heavy demand in the state for B.Sc. (Agri.) courses, an Agriculture College under the Central Agriculture University, Imphal was established at Pasighat in 2013.

The year 2014 has been a very significant year for higher education in the state. As it has been said earlier, this year is the Golden Jubilee Year of higher education of the state. Making the occasion befitting, the state, especially under the government sector, established the ever largest number of higher education institution in a single year. These are 5 government Polytechnics at Namsai, Roing, Pasighat, Laying and Dirang; 2 Government Degree Colleges at Geku and Naharlagun (Women College), Science Stream in Indra Gandhi Government College, Tezu and Commerce Stream in Government College, Bomdila. In addition to passing of 2 Private University Bills through the state Legislative Assembly, as mentioned earlier, A private college called Venerable Uktara Bethany College, Manmow,Namsai and a B.Ed college called Kasturba Gandhi Institude of Higher Education, Roing have been established during the current year. Thus, the total number of higher education institution has increased to 53 in the 50th year of its journey (See Map - 2 Showing distribution of Higher Education Institutions in Arunachal Pradesh up to 2014 and Fig. - 2 Growth of Higher Education Institutions in Arunachal Pradesh during last 50 years).

This may not be out of place to mention here that the state government has also decided to establish 6 more Model Degree Colleges at Palin, Basar, Jemi Netko (Near Roing), Jairampur, Longding and Charju (Near Khunsa) and 9 more Polytechnics at Towang, Chayangtajo, Ziro, Daporijo, Yingkiyong, Anini, Hawaii, Miao and Khunsa. All these institutions are sanctioned under GOI Schemes and the constructions are on now. This massive quantity expansion has always been accompanied by Quality Assurance measures. To prepare road map for the state higher and technical education system in terms of both physical expansion and quality control, the Higher and Technical Education Conference has been held regularly in every year. The conference is participated by the policy makers, policy implementers and other stake holders of higher education. The recommendation of the conference is accepted and implemented by the state government meticulously. One of the important recommendations was to introduce Semester System in all under graduate courses. Accordingly, the RGU, the affiliating university, introduced Semester System in all colleges in face manner, B.Sc. and B. Com. from the academic year 2013-14 and B.A from 2014-15.

Another important and persistent recommendation of the conference has been for assessment and accreditation of all higher education institutions of the state by the National Assessment and Accreditation Council, Bengaluru. By the persistent effort of the State Level Quality Assurance Cell (SLQAC) under the Directorate of Higher and Technical Education, most of the eligible institutions have been assessed and accredited by the NAAC. So far the grading of the institutions ranges from B++ to C++ in previous 9 point scale and A to B in present 3 point scale.

It is a matter of pride for the state that the J.N. College, Pasighat which is celebrating its Golden Jubilee this year, was graded B++ in 2008, has been awarded A Grade this year by NAAC. The college is also declared as a College Potential for Excellent (CPE) under UGC Scheme.

It is evident from this high grading of the state higher education institutions by the national assessment and accreditation body that the state higher education system is very much at par with the national standard.

Two statutory bodies namely, the Arunachal Pradesh State Council of Technical Education and the Arunachal Pradesh State Higher Education Council are function under the Directorate of Higher and Education. The APSCTE was established by the Arunachal Pradesh State Council of Technical Education Act.2010. The council is responsible for maintenance of the standard of technical education in the state. It also designs course curriculum, conducts examination and awards Diploma to all polytechnic colleges of the state. Of late, it has also started conducting the Arunachal Pradesh Joint Entrance Examination for selection of candidates for admission in various technical and professional courses. The directorate has earned a rare distinction by declaring the result within 24 hours and maintaining transparency and accuracy while selecting and nominating candidates.

The Arunachal Pradesh State Higher Education Council (APSHEC) is an autonomous body functioning at arm’s length from the state government. It has been created recently through an Executive Order by the state government. It has yet to be accorded statutory status by enacting an Act through the state Legislative Assembly. Rashtriya Uchchatar Shikshya Abhiyan (RUSA), a flag ship programme recently launched by Ministry of Human Resource Development, Government of India operates under the said council.  As per the scheme, there is a paradigm shift on funding of state’s higher education system. Accordingly, strengthening the infrastructure of the existing higher educational institutions, new institutions like Model Degree Colleges and Engineering Colleges to come up within the next few years will be taken up under this scheme. Even the Arunachal Pradesh University, Pasighat can be funded handsomely if the state government makes it functional by providing a little seed money.

The demand for higher education in the state is ever increasing. Despite the fact that thousands of students from the state are going out to other states of the country for pursuing various technical, professional and even general courses, the enrolment of higher education institutions in the state is increasing at a rate of 20% every year. In fact, this year incremental rate is more than 30% (Enrolment has increased from 32862 last year to 41670 this year). This is because the transition rate of students completing higher secondary school and entering higher education in Arunachal Pradesh is more than 90% against All India rate of 67.5%. As such, the state has been able to achieve 23% Gross Enrolment Ration (GER) (within the age group of 17-23) in the current academic year against All India GER of 19.4% (2013-14).

However, there are certain concern areas. Lack of adequate infrastructure, especially in government colleges, has been always a major concern. Infrastructures of old colleges are out lived while new ones scantily provided. Acute shortage of man power, both teaching and non teaching are another area of major concern. In the current academic year (2014-15) the total enrolment of students in government colleges has increased to 22660 whereas the total sanctioned posts of teaching position is 401.Thus, the teacher student ratio of government colleges stands at 1:56.5 against national average of 1:24 . Teaching and non- teaching is 1:0.39% against laid down norms of 1:1.1. In other words, against 10 teachers there should be 11 non- teaching staff whereas in case of the government colleges of the state, there are 3.9 non-teaching staff against every 10 teachers (Source:- DHTE).

The reason for the acute infrastructure and man power shortage is due to low percentage of expenditure on higher education out of the total GSDP.  Arunachal Pradesh spends 0.3% of its GSDP on higher education whereas; Government of India spends 1.5% of GDP on higher education. Most of the Northeastern region states spend 1% to 1.35% of their GSDP on higher education (Source:- MHRD).

Another issue that will need some in-depth scrutiny is the establishment of a large number of private universities in the state. Five private universities have been already established (3 in 2012 and 2 in 2013). The state Legislative Assembly has passed Bills in 2014 to establish 2 more private universities. Some more universities also seem to be in the pipe line. Perhaps, for a small state like Arunachal with a total population of only 13, 82611 (Census 2011), having such a large number of private universities is a subject of debate and certainly raises eyebrows. Moreover, there are already 3 university level Government institutions (RGU, NERIST and NIT) which are rendering yeoman service in providing quality higher education and is adequate to cater to the need of the higher education sector of the state for now. Besides, Arunachal Pradesh University Pasighat is also coming up shortly.  Proper guidelines in the form of regulation mechanism will be required to oversee the functioning of these private universities. The state should also learn from the experience of Chhattisgarh during 2004-05 and Meghalaya in recent years.

Higher Education is undoubtedly, the ‘most powerful tool to build a knowledge based society’ for the future. As such, the funding of the state higher education system should be considered as a long term social investment for promotion of ‘economic growth, cultural development, social cohesion, equity and justice’ for the future of this upcoming state.
